Limiting and Defining the Powers of Government:

Only limited and carefully defined powers should be delegated to government, all others being retained by the people. The Tenth Amendment is the most widely violated provision of the bill of rights.  If it had been respected and enforced America would be an amazingly different country than it is today.  This amendment provides: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”
